Huntington Sanitary Board Request for Qualifications Contract Professional Services Objective HSB plans to select a highly-qualified firm to provide a narrow range of professional services to supplement HSB's pretreatment and CSO (Combined Sewer Overflow) staff on an as-needed basis. In its submittal, a firm should demonstrate its relevant qualifications and experience for some or all of the scope of work. This RFQ should not be confused with the RFQ for staff supplementation (Scope of Work #4) listed in the Feb 2013 bid. That previous RFQ (whose process selection is ongoing) is a much broader scope of work than this new RFQ. Key Dates Packet of Qualifications due: 2pm Thursday May 9, 2013 Interviews of Short- listed Firms commences: Friday May 10, 2013 Scope of Work Pretreatment Staff Supplementation: This work includes providing technical services that is needed to augment HSB's pretreatment staff. Contracts and assignments for pretreatment staff supplementation will depend on the specific capabilities required and the needs of the departments for some or all of the types of work and services listed below: Post-construction CSO sampling and reporting CSO outfall flow monitoring Ambient water quality stream monitoring Pretreatment program support: sampling, reporting, inspections, permitting and local limit reviews Proposal Package Submit three copies of your proposal. Your proposal package should include a qualification Statement and list of key personnel who would be assigned to work with HSB. Manner of Selection The Huntington Sanitary Board will evaluate the statements of qualifications and performance data and other submitted material by interested firms and select firms which, in their opinion, are best qualified to perform the desired services. Interviews with each selected firm will be conducted. Then, the Sanitary Board will rank, in order of preference, the firms deemed to be the most qualified. Rankings will likely be based on *The proposed staff team member qualifications, *The firm's demonstrated successful delivery of similar-type projects for the scope of work Additional requirements Proposed projects may be undertaken with a variety of Federal and State funds and that any such work must be performed in accordance with the applicable regulations by such agencies and the State of West Virginia.
